In order to carry out its stewardship responsibilities and to adhere to applicable stipulations and restrictions for public access on private property, MPRPD has established the following conditions that apply to the access permits. It is required that these conditions be understood and agreed upon in order to obtain an access permit. Failure to abide by these conditions and appropriate etiquette may result in loss of access privileges.
Please be courteous and respect all private property. Help us to be good neighbors to residents living adjacent to parklands by refraining from unnecessary noise and disruptions to the peace and tranquility to which they are accustomed.
- Public access to Kahn Ranch via Hitchcock Road is limited to autos with valid permits on Wednesdays, Saturdays, and Sundays during daylight hours only.
Only 10 autos per day will be allowed to access the Hitchcock Road entrance.
- All visitors must sign in prior to accessing Kahn Ranch via Hitchcock Road. The sign up sheet will be found in a weatherproof box at the parking lot entrance next to the water fountain. Trail maps of the Kahn Ranch will also be found in this box.
- Bicyclists are not allowed on Hitchcock Road at any time, but may access and leave the Kahn Ranch via Hitchcock Road when transported by a permitted vehicle on a permitted day. Bicyclists must wear helmets when riding.
- Hikers and equestrians are not allowed on Hitchcock Road at any time.
- Due to the limited number of permits available, only 2 permits per month will be issued per individual. However, additional permits may be granted on a space available basis no more than 48 hours prior to a requested permit date.
- Permits will be issued a maximum of 30 days in advance of the requested permit date.
- Permit applications should be submitted no less than 48 hours in advance of permit date requested. Applications submitted less than 48 hours in advance will be given consideration, but cannot be guaranteed to be processed in time for the requested permit date.
- A copy of the access permit is to be kept with the permittee while visiting the park.
- Carpooling is strongly encouraged due to parking space limitations.
- Parking is limited to 10 spaces. Any vehicle without a properly displayed valid parking permit will be cited and may be towed at the owner's expense. Vehicles left in the parking area after the posted closure hour will be cited and may be towed at the owner's expense.
- Alternative access for hikers and equestrians is unrestricted if entering and exiting the Kahn Ranch from the Vasquez-Cougar Ridge trails within Garland Ranch Regional Park.
- Emergencies should be reported by calling 911. For District staff, please call 372-3196.
- Commercial group use will not be licensed or permitted.
- Permittee acknowledges that the District and adjacent property owners own the Hitchcock Road right-of-way. Permittee agrees to hold harmless and indemnify the District and adjacent property owners from any claims, damages, injuries, losses, or liabilities arising out of permittee's use of said right-of-way.
- Bicycles may be prohibited from Kahn Ranch in the event of extreme weather conditions. Permits may be rescinded in the event of inclement weather or hazardous trail conditions.
- If trail users encounter obstructions which effectively block trail access, please turn around. Do not venture off designated trails. Please inform District staff of any such incidents.
Mill Creek
Preserve
Access Permit Conditions
Public access to Mill Creek Redwood
Preserve is limited to members of the public that obtain an access permit.
MPRPD will issue up to 8 access permits per day for pedestrian use only.
Bicyclists, equestrians, motorized vehicles, hang-gliders or other
forms of recreational use are not permitted. No dogs or other domestic
animals are permitted in the park.
A copy of the access permit is to be kept with the permittee at all
times when in the park. A copy should also be prominently placed on the
dash of the vehicle.
The park is open during daylight hours only. No overnight use or
camping is permitted.
Other strict prohibitions include; NO smoking, campfires, incendiary
devices, fireworks, cooking stoves, open flames, firearms, weapons of any
kind, or hunting.
Permits will be issued a maximum of 30 days in
advance of the requested permit date.
Permit applications should be submitted no less than 48 hours in
advance of permit date requested. applications submitted less than 48 hours
in advance cannot be guaranteed to be processed in time for the requested
permit date.
Emergencies should be reported by calling 911. For District staff, call
372-3196. Please note, cell phone use in this area is very limited. High
ground may provide better transmission and reception.
Commercial group access is not permitted.
Permits may be rescinded without notice in the interest of public
health and safety or for resource protection purposes.
Hiking off trail is prohibited; hikers must stay on existing trail
system.
Trespassing on private property is subject to prosecution and loss
of future access privileges.
Carpooling is strongly encouraged due to
parking limitations.
Permittee acknowledges reading and understanding of
the permit conditions and furthermore acknowledges responsibility for
the actions and behavior of others accompanying the permittee.

Public access to the Blomquist Preserve requires a valid permit
and is limited to hiking use during daylight hours only.
- Access to the Blomquist Preserve is permitted along a 3-mile easement through private property, a working cattle ranch. The access permit allows travel along this easement only. Please obey all signs posted and stay on the access trail until the Blomquist Preserve is reached.
- Trespassing on private property is subject to prosecution and loss of access privileges.

No dogs or other domestic pets are allowed on the access trail or within Blomquist Preserve.
- Motorized vehicles are not allowed on the access trail or within the preserve. Other prohibitions include smoking, campfires, cooking stoves, firearms, weapons of any kind, or hunting.
- Carpooling is strongly encouraged due to parking limitations
- Parking near the trailhead gate is limited to vehicles with a valid parking permit displayed on the dashboard. Do not block the trailhead gate when parking. Vehicles without a valid parking permit are subject to citation and towing at the owner's expense.

- Environmental and cattle protection require that food items brought into the preserve must be brought back out, especially meat and dairy products. There are no trash receptacles on Blomquist Preserve or along the access trail.

Palo Corona Regional Park
Permit Conditions
- Public access to Palo Corona Regional Park is limited to members of the public that obtain an access permit. MPRPD will issue up to 13 access permits per day for pedestrian use only.
- Parking is allowed on the east-side shoulder of Highway 1 north of the park entrance 13 spaces. Do not park on or block acces to adjacent private property. Carpooling is strongly encouraged.
- Bicyclists, equestrians, motorized vehicles, hang-gliders or other forms of recreational use are not permited at this time. No dogs or other domestic animals are permitted in the park.
- During the interm access period, public access is limited to the main road that leads to Inspiration Point. and Animus Pond. This is a distance of about 2 miles from the Palo Corona Barn. All other areas are closed to public access at this time.
A copy of the access permit is to be kept with the permittee at all times when in the park. A copy should also be prominently placed on the dash of the vehicle.

- Alternative pedestrian access may be obtained by signing-up for periodically scheduled group hikes, which are listed in the respective newsletters or websites of The Park District, Big Sur Land Trust, and the Ventana Chapter of the Sierra Club. The Park District also lists its hike schedule in the Monterey County Herald.
